There is a Northbridge cooling fan connector on K8T800-A. Does this MB really need a NB cooling fan or it is optional?

It is optional, the Heat sink can be attached on the Northbridge instead of a cooling fan.

Does K8T800-A support PowerNow function?

No, it's related to CPU type. According to AMD, Desktop CPU doesn't support PowerNow function, but Mobile CPU.

Why the K8T800-A install 2pcs of 512MB/DDR400 double side memory that memory clock is show 166 not 200.

How do I install Win98SE OS to SATA HDD on K8T800-A M/B?

Please enter the BIOS Setup--> Integrated Peripherals-->VIA OnChip IDE Device to set SATA mode to RAID mode, and then foramt the HDD and re-install Win98SE.
